I believe that Carolina mentioned TGMPA framework – how about creating an Onboarding Block Themes framework, and distribute it on the GitHub? Did someone proposed that to McAlister? Would WP.org Themes Team consider allowing such a solution?
(btw, is the TGMPA allowed for WP.org themes … ?)
( … I know, I know, too many questions … 🙂 )This seems to me to be a practical viable solution to complex problem with a real & urgent need.
It addresses many of the issues raised on this article.

It’s not an integration plugin per se, but it can import an entire website at once. Many theme stores have used it over the years as a starting point for importing themed demos.

( … I know, I know, too many questions … 🙂 )An onboarding script would only address the onboarding aspect of this. It doesn’t address the larger issue of custom settings screens. For that, you’d need a much more general-purpose solution.

Some sort of script/library/framework could be a part of that discussion.

( … I know, I know, too many questions … 🙂 )The larger issue of custom settings screens in Themes in general definitely also needs to be addressed.
Because Block themes are such a fundamental change in the way Themes are both built & used, we fortunately now have an opportunity for a complete re-think of the whole Theme space on WordPress.
I’m keen to see what now emerges.
