I suspect the Holiday Break was based at least partially on legal advice. The specific exclusion of WP Engine from the break is a clue for me. For me it goes something like this.
The injunction requires all wordpress.org services be returned to WP Engine. The break allows wordpress.org to clearly demonstrate they are complying with the injunction & providing the services to WP Engine, even when they are paused for everyone else.
