Teri I don’t think forcing the Customizer to be a part of every theme is a plus. I don’t like the Customizer at all and prefer to access those options through the theme options set up by the theme creator. I think leaving this as an option for theme creators is nice. Keep Wordpress open and diverse. Its better. :)
