The theme review team is open to everyone. Customizer or no customizer, it’s a real shame that some framework developers dont understand that if their precense and availability to the team makes a HUGE difference.
To be part of the team is an oportunity to make your voice and opinion heard, and at the same time drastically reduce the time it takes to review themes. I’m not sure if you actually know what we do and how much effort we put in to try and make sure that no broken themes show up in the repository. If you are a developer, how often do you check the themes trac to find common problems with your frameworks? I strongly encourage you to do so, and see how theme authors are using your code.

And no, you can’t really fire volunteers.
