For all articles written by humans where the human also chooses the image, the human will be better than any software (or other human who comes along after the fact). This is just a function of knowing what the image was intended to convey and/or why it was chosen. If the author had no valid reason, software cannot know that and therefore cannot know to leave the alt attribute blank.
